Resolve "Add Layout Paragraphs"

Sonia requested to merge 83-add-layout-paragraphs into main
  • Install layout paragraphs & entity usage modules
  • Create a custom module that
    • Creates a paragraph type called "Section"
    • Creates 1-column, 2-column, and 3-column layouts based on localgov paragraph layouts
    • Assigns these to the Section paragraph

P.S. I'm not sure whether the request was to install layout paragraphs to the project or install paragraphs as part of the custom module. For now, I installed layout paragraphs to Zephyr but let me know if this needs to change.
