Tabbing issues

A few problems for keyboard users that should be sorted:

1. When the page loads and the overlay slides out the focus in not within the overlay and requires an additional strike of the tab key to get onto 'Accept all cookies' button. When the overlay is open focus should be on the 'Accept all cookies' button automatically.
2. Once you have tabbed through to the 'More info' link focus then shifts to elements 'under' the overlay. This is confusing. Once a user has tabbed off the 'More info' link focus should be back on the 'Accept all cookies' button.
